BUCHAREST, Romania — Romania scrambled two F-16 fighter jets after a small unmanned maritime vessel was discovered drifting near the strategically important Neptun Deep offshore natural-gas project in the Black Sea, prompting a rapid military and explosive-ordnance response.

The incident was reported by a commercial vessel at approximately 6:28 a.m. local time on Aug. 20 after the drone was spotted several hundred meters from the Neptun Alpha offshore platform. The facility is located roughly 80 nautical miles east of Constanța, within Romania’s exclusive economic zone, according to the Romanian Ministry of National Defence.

Because of the drone’s proximity to critical energy infrastructure and personnel working offshore, Romanian authorities treated the discovery as a potential security threat. Two Romanian Air Force F-16 fighter jets were dispatched to investigate the unmanned craft and monitor the surrounding area.

One of the fighter aircraft opened fire with its onboard cannon, striking the drone but failing to completely destroy it. Authorities subsequently sent a Romanian Coast Guard vessel carrying an explosive-ordnance disposal team from the Naval Forces to inspect the damaged craft and determine whether it posed an immediate danger.

The Romanian Defense Ministry later confirmed that the unmanned vessel was carrying an explosive charge.

Information collected by the F-16 aircraft, including tracking data, was assessed together with information gathered by the crew aboard the responding vessel. The combined assessment indicated that the incident involved a single unmanned maritime craft.

Specialized Romanian explosive-ordnance disposal personnel were then deployed to deal with the device. Authorities said the explosive charge was successfully neutralized without causing casualties or damage to the nearby offshore installation.

The discovery was particularly significant because of the drone’s location near the Neptun Alpha platform. An explosion in the vicinity of an offshore energy facility could potentially threaten workers, damage equipment and interrupt operations at a strategically important energy project.

No injuries or damage to the platform were reported in connection with the incident.

The circumstances surrounding the drone’s presence in Romanian waters remain under investigation.

The incident occurred amid heightened security concerns across the Black Sea, where Russia’s war against Ukraine has increased risks for commercial shipping, military forces and critical infrastructure throughout the region.

Romanian Defense Minister Radu Miruță said authorities established communication with Ukraine through a direct channel. According to Romanian officials, Ukraine indicated that the maritime drone was not operated by Ukrainian forces.

However, authorities have not publicly determined who launched the craft, where it originated or how it traveled to the waters surrounding the Neptun Deep project.

Romanian President Nicușor Dan also addressed the broader security concerns, emphasizing the need for vigilance following incidents involving unidentified unmanned systems near strategically important infrastructure.

Russia has not publicly accepted responsibility for the maritime drone discovered near the offshore gas project.

The latest discovery was not an isolated security incident in the area.

Earlier in August, Romanian naval explosive-ordnance specialists destroyed two Gerbera-type unmanned systems after they were found drifting near the perimeter of the Neptun Deep project. Romanian authorities again sought clarification regarding their origin, with Ukrainian officials reportedly confirming that the systems were not Ukrainian.

The repeated appearance of unmanned systems near offshore energy infrastructure has heightened concerns about the vulnerability of critical installations in the Black Sea.

For Romania, the issue extends beyond the protection of a single energy facility. The country’s position along the Black Sea coast and its status as a NATO member place it close to an active conflict zone where military activity, maritime traffic and unmanned systems frequently overlap.

The Neptun Deep project is being developed jointly by OMV Petrom and Romanian state-owned Romgaz. The offshore development is expected to begin natural-gas production in 2027 and is viewed as an important component of Romania’s long-term energy strategy.

Once operational, the project is expected to substantially increase Romania’s domestic natural-gas production and contribute to regional energy security.

That strategic importance has made the protection of offshore platforms and associated infrastructure an increasingly significant security priority.

The latest incident demonstrated the role of multiple layers of Romania’s security response, including commercial maritime surveillance, fighter aircraft, Coast Guard assets and specialized explosive-ordnance teams.

The rapid deployment of F-16 aircraft allowed Romanian authorities to assess the unidentified vessel from the air before specialized personnel approached it. The subsequent discovery of an explosive charge underscored the potential risks posed by unidentified unmanned systems operating near critical infrastructure.
